A Breach of Conditions Notice has been issued to the developer of the Orchard View, Lovell Homes, just off Highfield Street in Coalville, by North West Leicestershire District Council in relation to working hours on the site.
The enforcement action follows concerns raised by local residents with Cllr Catherine Beck, after reports that construction activity was taking place on a Sunday in recent weeks, outside the hours permitted by the site’s planning conditions.
The notice comes after residents have experienced significant disruption linked to the development over a number of years, including concerns about construction traffic, noise, dust and ongoing disturbance.

Cllr Catherine Beck of Snibston South Ward said:
“Residents have put up with considerable inconvenience from this development over a number of years. Many have contacted me about the impact it has had on their daily lives, and more recently about concerns that work was taking place outside the permitted construction hours.
I raised these concerns with planning officers because planning conditions are there to protect residents as well as enable development to take place. It is important that developers comply with the conditions attached to their planning permission. Sadly this doesn’t seem to have been the case on this occasion, and others previously that I have raised.
“I’m pleased the Council has investigated these reports and has taken enforcement action by issuing a Breach of Conditions Notice.”
Cllr Beck said that while new housing is important, developers also have a responsibility to minimise the impact of construction on neighbouring communities and to adhere to the conditions agreed through the planning process.
Cllr Beck added:
“People living nearby deserve to have their concerns taken seriously. I will continue working with residents, the developer, and the Council to ensure the planning conditions are respected and that any further issues do not arise again, and if they do, swift and strong action is taken to address them promptly.”
